贵族政治

• 英文 Aristocracy 一词来自古希腊文 aristos（最优的）和 kratos（统治）两个词根。亚里斯多德在他的《政治学》中，提出六种政体，贵族制与寡头制相同，统治权由某个阶级中的少数人共有，但是贵族制是以公利为出发点，寡头制则是以统治阶级自身利益为出发。
• Aristocracy 也可以用来指代贵族阶层或贵族社会。
• 罗马元老院是贵族政治的代表。
• 现代议会雏形的英国国会虽然已具有800多年的历史，英国国会的首领为英国君主；它还包括上议院和下议院。上议院议员分为两种：上议院灵职议员（Lords Spiritual，即英国国教中的高级神职人员）和上议院俗职议员（Lords Temporal，即贵族成员）。上议院议员大部分是以指派方式产生。下议院则恰恰相反，是由选举产生。现今的英国上议院并非毫无实权。上议院原由终身议员（非世袭）与世袭议员组成，后来世袭议员数量被减少到一百人以下，席位由所有世袭贵族互选。上议院对预算案否决，若下院重新可决，则上议院之决议立即无效。上议院对其他法案之否决，若继续经下议院连续两会期可决（约一年），上议院决议无效。所以上议院有阻延法案的功能和权力。上议院议员也有可能因同僚决议失去席位，前次案例是第一次世界大战，上议院撤销仍任职欧洲敌国王室的本国贵族职权。

在中世纪和现代的大部分时间里，贵族几乎在欧洲的任何地方都控制着政治和经济权力，他们利用财富、对最佳土地的控制以及控制租户，形成了强大的政治力量。在19世纪，新兴的中产阶级造就了富有的商人，其中许多人用他们的钱来购买贵族。然而，在19世纪30年代以后，在一个国家一个又一个国家，贵族往往失去对财富和政治权力的历史支配地位。 1790年代的法国大革命迫使许多贵族流亡，使他们失去土地和权力。然而，在1814年拿破仑战败之后，流亡者又回来了，但他们从未收复过所有的土地，也从未拥有过那么多的政治权力。从英国、比利时和德国开始，19世纪的工业化带来了城市化，财富日益集中在城市，城市日益掌权。在1789年之前，贵族通常与教会，特别是天主教会有密切的联系，但在19世纪一波又一波对天主教徒的攻击浪潮中，贵族联盟的这一部分软弱无力。早在1900年，贵族们在英国、德国、奥地利和俄罗斯仍然保持着政治统治地位，但更加岌岌可危。第一次世界大战产生了显著削弱所有主要国家贵族权力的效果。在俄罗斯，他们被共产党驱逐了。 1900年后，自由党和社会主义政府对土地所有者征收重税，造成他们失去经济权力。[1][2]
